Ontario Increases International Students’ Access to Immigration with One-Year College Graduate Certificates
As of January 1, 2024, The OINP has expanded the qualifications for the Employer Job Offer: International Student Stream. Previously, applicants with a job offer from an employer in Ontario could only submit an application with a one-year credential in cases when entrance to the program necessitated the completion of a degree. The new change, however, greatly broadens the pool of qualifying programs by making applicants from any one-year college program that awards an Ontario College Graduate Certificate eligible to apply.
OINP Update: Acceptable College Graduate Certificates
The following qualifications are now acceptable for the OINP under the updated eligibility criteria:
- An undergraduate degree or diploma that takes at least two years on a full-time basis from an eligible Canadian institution.
- A graduate degree or diploma that takes at least one year on a full-time basis from an eligible Canadian institution.
- A college graduate certificate that takes at least one year to complete on a full-time basis from an eligible Ontario institution.
- A university graduate certificate that takes at least one year to complete on a full-time basis from an eligible Ontario institution.
This change came into effect on January 1, 2024. However, it's essential to note that anyone who applied before this date will have their applications evaluated in accordance with the earlier, stricter guidelines.
More certificate programs should become eligible for the OINP as a result of the eligibility expansion, making more applicants eligible to apply under the stream and possibly obtain permanent residence in Ontario. This policy modification supports the province's initiatives to draw in and keep talented foreign workers.
The OINP has modified the Expression of Interest (EOI) score elements to take into account the new regulations in light of the eligibility expansion. It is recommended that prospective applicants who have not received an invitation to apply for the stream check the updated score variables to ensure they have accurate and current information.

Job Offers: While not mandatory for all programs, having a valid job offer from a Canadian employer can boost your application, especially in PNPs.
Legal and Consultation Services: Navigating the immigration process can be complex. Seeking assistance from certified immigration consultants or lawyers might be beneficial.
Settlement Services: Once in Canada, there are numerous settlement services available to help immigrants integrate into Canadian society. These include language training, employment services, and community support.
Stay Informed: Immigration policies can change. Stay updated with the latest information from reliable sources like the Government of Canada's official website or authorized immigration consultants.
